Rationale for on and off the job assessment?

It is great to hear from John and it is even more wonderful to hear that Helensvale's school based apprenticeship program has grown and become even more successful since I visited the school in June 98.  Keep up the great effort!!!

I was fascinated to hear of Helensvale's distinction between assessments conducted off and on the job.  This is a most interesting approach to ensuring that both the underpinning knowledge and understanding, as well as the skills required in the workplace are demonstrated prior to issuing the full qualification or Statement of Attainment.

We would be most interested to find out more information about why this approach was introduced, and in particular the perceived benefits and weaknesses (by teachers, supervisors, students and parents) of this approach by each of the key stakeholders. If anyone else has implemented a similar assessment approach (a bit like a probationary qualification), please share with us your experiences.
